This toolkit provides guidance to USAID country missions on the key elements to consider in desiging and implementing electricity sectory reforms by, (1) assessing the evolution of power market reforms in terms of its main drivers, models, and outcomes; (2) identifying different building blocks options and success factors; (3) illustrating successful factors of power reform activities; (4) providing current thinking and lessons learned on a broad set of reform approaches and results, and (5) providing an extensive reference bibliography.
