The purpose of this toolkit is to provide USAID and other U.S. Government staff with information, best practices, and toolkits for developing infrastructure programs in rebuilding and developing countries. This toolkit holds a compilation of reports, presentations, case studies, and references related to infrastructure development (water, sanitation, energy, communications, and transport). Materials included in the toolkit focus on key trends in infrastructure in rebuilding and developing countries; successful models for infrastructure development used by development agencies, including USAID; contracting for infrastructure projects; role of regulation, finance, governance, and public participation in infrastructure; and environmental issues related to infrastructure development. The toolkit is not intended as a “how to” manual, nor to establish “models” to be replicated; rather, it should be used as a tool to inform infrastructure development activities.
